La coque, dont la surface est striée de hachures, est surmontée d'une cabine, supportée peut-être par un étai. On y voit encore ce qui semble être une extrémité de la vergue, mais le reste du gréement a disparu. Les parallèles les plus proches viennent presque tous de Grèce (...) continentale et sont datés du Bronze Récent. Ce navire, qui ressemble à un vaisseau marchand à voile, nous fournit ainsi le premier indice d'une activité commerciale maritime de Malia au cours du Bronze Récent, et en particulier à l'époque post-palatiale. On august 9th 1980 the Belgian government took a number of important decisions with relation to the ports of Zeebrugge and Antwerp. The author takes this occasion to analyse and to evaluate the existing seaport policy in Belgium. The first section tries to give an answer to the question : why do public authorities intervene in port activities? Subsequently the article deals with the fundamental data for a port policy until 2000 and with the institutional organisation of this (...) policy. The two last sections present an analysis of the general orientation as far as investment, competition, employment, environment and international relations are concerned. The author arrives at the conclusion that seaport policy in Belgium has to be prepared in a more systematic way and coordinated with other branches of transport, energy and economic policy. (shrink)

Cet essai développe une approche «trichotomique» du désir transcendantal de l'être humain pour la croissance et le développement. Le but principal de l'article est de s'enquérir du monde «après la vertu», pour citer les paroles de Alasdair MacIntyre. On le fait en montrant qu'après la réalisation légitime du bien-être psycho-physique, la recherche de la justice humaine poussera l'humanité jusqu'au point où cette recherche se supprime elle-même. Les biens, en effet, auxquels nous ne pouvons qu'aspirer - comme une connaissance définitive, une (...) jouissance inconditionnée d'une identité authentique, une justice pleinement satisfaisante - sont en soi et pour soi au-delà de notre capacité. De cette façon, la recherche produit un résultat strictement mystico-théologique: nous sommes incapables de nous assurer du Dieu que nous cherchons naturellement. Dans l'angoisse qui s'ensuit, il ne reste qu'une option, et elle est radicale: l'abandon aimant de soi-même en Dieu ou l'entretien moral de soi-même. Nous nous trouvons donc devant la porte qui ouvre sur le chemin de la forme la plus radicale du péché, qui n'est pas seulement morale, mais proprement théologique: il devient impossible de vivre avec le Dieu vivant, et l'humanité s'installera dans l'idolâtrie et l'athéisme comme options religieuses. This chapter is concerned with the question to what extent free word order phenomena are regulated by information-structural constraints. Progress on this question must combine detailed empirical study with bold theoretical work that aims to test restrictive hypotheses about available syntactic operations, available IS-primitives, and their mapping. The present chapter evaluates four cross-cutting word order generalizations on the basis of a rough classification of syntactic operations and IS-primitives. Operations will be divided into those that are A-related, those that are A′-related, (...) those that involve doubling with a pronoun or clitic, and finally those that involve extraposition, and it is assumed that IS-primitives are restricted to topic, focus, contrast, and givenness. Some discussion is offered of how the four generalizations identified here might emerge as effects of deeper properties of the language faculty or human psychology. (shrink)

Amongst the Arendtian scholars, there is almost a consensus on Arendt’s supposedly reluctance to the question of the body. The Arendtian body is said to belong to the unpolitical realm of necessity, in other words, the body is a private matter that should not appear in public. It is antipolitical. However, in this paper, I want to suggest that there is a possibility to outline a phenomenology of embodied political action in what I think to be Arendt’s hidden phenomenology of (...) the body. To make my point, I will first show that what the scholars call the Arendtian body is in fact an Arendtian Body. Secondly, in the German version of The Human Condition, Arendt surprisingly used the Heideggerian term Befindlichkeit that, I will argue, outline the basis of a political phenomenology of the body in Arendt’s work. More precisely, I will try to show that political action is embodied, that there is a hexis, a pathos and an ethos of action. (shrink)

This article offers to outline a direction for a decolonial political theory based on Aimé Césaire’s and Frantz Fanon’s thoughts. In doing so, I will first discuss some work of comparative political theory that could be associated with an attempt to decolonize political theory. Rather than a systematic critique of these works, this article aims to outline some of their limits from a decolonial perspective, such as their embedment in a continental ontology/logic, and their over-emphasis on methodology that can lead (...) to an instrumental account of politics. In contrast, I will argue for a decolonial existential political theory that grounds its investigation in what Frantz Fanon called ‘the zone of nonbeing’ and that takes politics as first philosophy. To make my point, I will discuss Aimé Césaire’s Letter to Maurice Thorez and Frantz Fanon’s Political Theory of the Damnés. (shrink)

In Belgium, as in most countries, each Minister or Secretary is assisted by a limited number of trusted collaborators who constitute the Ministerial Office.The article is an attempt to shed a light on the Chief Ministerial Officer who is the closest collaborator of the Minister.In order to show the role of the Chief Ministerial Officer, the article first describes the tasks, powers and composition of the Ministerial Office to proceed to a more extensive analysis of the functions, the appointment of (...) the Chief Ministerial Officer, and the question whether he can exercise executive power.The most important tasks of the Chief Ministerial Officer are: organization and coordination of the Office and its activities, acting as a «Liaison-Officer» with the Minister, passing on of information, exercising of a form of internal, political and administrative control.The article closes with some more personal remarks, pointing out a few guidelines which a Chief Ministerial Office, should keep in mind. It often appears that leading politicians in Belgium consider the results of the municipal elections in the light of national polities. They stick to the thesis that the municipal poll-results, at least in the bigger towns, are more and more influenced by the constellation of the nation's politics.Is it really so that the municipal elections indicate the hearings of the national political situation? Can one draw conclusions from the results of these elections as if they were national ones? And can (...) one,any how, compare municipal to parliamentary elections? By comparison of the results of municipal elections 1964 and of parliamentary elections 1965 it was checked which shifts in party-choice havehappened during this short period of eight months. If no oscillations, or only a few, were detected between both elections, one could conclude that the municipal elections 1964 indicated indeed the hearings of the parliamentary elections 1965.Successively, the national and provincial results of these elections were compared and the party-shifts on national and provincial level were calculated.To make a relevant comparison between the election-results on a lower level, a comparable basic unity had to be found. As there were no municipal data available at parliamentary elections on one side, andonly municipal results at the municipal elections on the other side, the least possible unity for which parliamentary election-results are known, the electoral canton namely, was chosen as a comparison-basis. For that purpose however the results per party had to be additioned in all municipalities belonging to one canton.Part of the electoral cantons was unfit for use as comparison-material for two reasons : the highly varied and often strongly local-coloured political party-structure on one hand, the big number of municipalitieswithout elections on the other hand. So we were bound to make a choice out of 212 electoral cantons. Finally the cantons with a maximum of 4 municipalities were chosen, which limited the number of cantons to 28. These cantons were classified by degree of urbanisation according to the typology of W. Van Waelvelde and H. Van der Haegen.In that classification the percentages of votes in favour of the political parties, at the occasion of these elections, were tabulated and compared.The participating parties and lists were grouped as much as possible around the traditional parties to which they were most related. So we distinguish in Flanders : CVP, BSP, PVV, VU, CPB and other parties ;in the Walloon region: PSC, PSB, PLP PCB, French-speaking lists and other parties.For this analysis we also thought it was relevant to control separately the shifts of the electoral corps in the Flemish, the Walloon and the Brussels cantons. These shifts were then specified according to thedegree of urbanisation.To measure the size of the party-shifts for these elections, the external election-shift standard was calculated for the chosen Flemish, Walloon and Brussels cantons, with a special attention for the degree of urbanisation. Finally we examined which attitude was assumed by the government, the governmental and the opposition parties, in relation to the results of the municipal 1964 elections.It appeared that some notable party-shifts had been realized during the short period between the municipal elections of 1964 and the legislative elections of 1965. In general, a certain polarization has taken place due to a centrifugal vote-shift to the left and still more to the right. The direction of vote-shifts, which had shown at the municipal elections of 1964, was affirmed at the legislative elections of 1965 and for some parties, CVP and PVV namely, it was even accentuated. The parallelism between both elections in relation to the direction of the vote-shifts did not mean however that the size of these shifts was the same everywhere. The image of the shifts was different according to linguistic region and degree of urbanisation.The analysis of the urbanisation-degree showed that the level of oscillations grew higher as the urbanisation-degree grew lower. Seen per linguistic region, the largest shifts had taken place in the Walloon cantons. According to the calculations of the electoral shift standards during the period 1964-1965, the lowest oscillations were noted in the Flemish and Brussels cantons, i.e. the voting-behaviour of the big agglomerations during the municipal elections of 1964 were the closest to the national electoral pattern. Seen that way they were, up to a certain degree, a value-measure for the general policy.Finally the remark should be made that the limitation to the two above-mentioned elections does not allow any generalization of the obtained conclusions. The short period between those elections was itself an exceptional situation which may have been of influence on the results of the comparisons. (shrink)

The debate following Berlin's famous lecture Two Concepts of Liberty circled around the opposition between negative and positive liberty. Berlin delivered his lecture during the period of the Cold War. Therefore it not only provoked a very technical debate within analytic philosophy on the concept of liberty but also contained an important butdebatable political message: those who endorse positive liberty should be conscious of the fact that the logic of positive liberty leads, if not necessarily at least easily to despotism, (...) paternalism and even totalitarianism. It is no unimportant question then to ask whether no conception of political society can be developed which, without denying pluralism and negative liberty, would show that virtue and law are part of freedom, that freedom entails the exercise of certain actions without this leading up to the imposition of one conception of the good. In this article there is shown in what sense the republican or neo-roman vision of civil liberty can fulfil this requirement. The analysis of the different components of the republican conception of freedom shows that republicanism distinguishes itself from liberalism not so much by the defence of different institutions but by a different legitimation of them which ultimately has its origin in taking serious the proper finality of political society, in taking serious, as the Ancients did, the political and not only social nature of man. When many people are involved in an activity, it is often difficult, if not impossible, to pinpoint who is morally responsible for what, a phenomenon known as the ‘problem of many hands.’ This term is increasingly used to describe problems with attributing individual responsibility in collective settings in such diverse areas as public administration, corporate management, law and regulation, technological development and innovation, healthcare, and finance. This volume provides an in-depth philosophical analysis of this problem, examining the notion of moral (...) responsibility and distinguishing between different normative meanings of responsibility, both backward-looking (accountability, blameworthiness, and liability) and forward-looking (obligation, virtue). Drawing on the relevant philosophical literature, the authors develop a coherent conceptualization of the problem of many hands, taking into account the relationship, and possible tension, between individual and collective responsibility. In this study, an attempt is made to understand why Burke at the same time refers to the natural law and to the principle of inheritance as moral standards for the human will. Indeed, the latter principle implies reverence to a particular tradition, whereas natural law is a universal standard, binding all people. First, the meaning of the principle of inheritance in Burke's critique of the French Revolution is explained, and next the conception of the natural law he implicitly adopts. (...) In the latter, the close link between the doctrine of the natural law and the doctrine of prudence deserves our particular attention. It is the task of prudence to give concrete form to the natural law in a way of life and a constitution, by adapting it to the concrete circumstances of a particular society. For Burke, however, this adaptation is the work of the practical reason of many generations and many individuals. Man's individual reason is too limited to invent a good social order. The latter is rather the unintended consequence of a process of bargaining and accommodation. It is thus wise and natural for Burke that people bend their eyes to the tradition as to an instantiation of the natural law. In normal circumstances, individuals do not need to appeal immediately to the principles of natural law. In the next section then, it is shown that it is Burke's conception of Providence which enables him to believe that the tradition represents here and now the natural law. Moreover, the practical substitution of the natural law by the principle of inheritance affects Burke's understanding of prudence. Prudence no longer receives its moral direction in the first place from the natural affections but from the prejudices. The habituation to a way of life and culture provides people with a practical knowledge of what is good here and now. They learn to act in a habitual manner without needing an abstract and universal theory. According to Burke, only 'narrative discourses', interpreting and articulating the 'spirit' of the constitution can have some meaning for the practical direction of our lives. The study ends in an interrogation of this last point. Doesn't a community ever need a universal and abstract theory in order to go on living as a moral community ? And what can it expect from such a moral, c.q. political theory? (shrink)

How are we to appraise new technological developments that may bring revolutionary social changes? Currently this is often done by trying to predict or anticipate social consequences and to use these as a basis for moral and regulatory appraisal. Such an approach can, however, not deal with the uncertainties and unknowns that are inherent in social changes induced by technological development. An alternative approach is proposed that conceives of the introduction of new technologies into society as a social experiment. An (...) ethical framework for the acceptability of such experiments is developed based on the bioethical principles for experiments with human subjects: non-maleficence, beneficence, respect for autonomy, and justice. This provides a handle for the moral and regulatory assessment of new technologies and their impact on society. (shrink)

Dans cet article nous avons essayé d'examiner la valeur de l'attribution traditionelle du commentaire De Anima à Simplicius. En comparant ce traité aux grands commentaires de Simplicius (sur les Catégories, la Physique et le De Caelo d'Aristote), nous avons été en effet frappés par les divergences de style, et de langue, ainsi que par la différente manière de commenter. Dans la première partie nous démontrons que l'auteur de l'In D.A. a écrit également la Metaphrasis in Theophrastum, qui nous a été (...) transmise sous le nom de Priscien le Lydien. 1° Dans le In D.A. l'auteur renvoie à une de ses œuvres, qu'il appelle „Epitomé de la Physique de Théophraste". En réalité, cette référence se rapporte à un passage de la Métaphrase de Priscien, où la même problématique est exposée dans des termes identiques. — 2° Une comparaison détaillée, qui porte sur l'ensemble des deux œuvres, nous révèle une telle ressemblance de style et de pensée — il y a même des phrases à peu près identiques — qu'elle ne peut s'expliquer que par l'hypothèse de l'identité de l'auteur. Dans la deuxième partie nous essayons d'identifier l'auteur de ces deux œuvres qui pourtant nous ont été transmises sous deux noms différents. L'étude de la tradition directe et indirecte n'apporte guère de solution, puisque l'attribution des deux textes, l'un à Simplicius, l'autre à Priscien, y paraît très solide. Ce n'est donc que par une critique interne de l'In D.A., notamment par la confrontation avec les commentaires de Simplicius, dont l'attribution est certaine, que la question pourra être tranchée. 1° Dans l'In D.A. l'auteur renvoie trois fois à son commentaire sur la Physique. Pourtant, il est bien difficile de retrouver dans le grand commentaire de Simplicius trois passages dont le contenu et surtout le vocabulaire prouvent que l'auteur s'y réfère. — 2° Dans l'In D.A. on ne retrouve pas les traits caractéristiques de la méthode de commenter de Simplicius, ni l'approche du texte par la documentation historique, ni les longues discussions avec les exégètes antérieurs, ni l'exposé prolixe et bien structuré; d'autre part aucun des commentaires de Simplicius ne témoigne de la phraséologie tortueuse de notre oeuvre, ni de ses formules stéréotypées. — 3° La différence doctrinale est encore plus importante. Nulle part chez Simplicius n'apparaît la théorie de l'âme comme όριστική, qui est si fondamentale dans l'In D.A. (όρίζω y est un concept-clé). Les rares digressions de l'In D.A. à propos de questions physiques et logiques ne correspondent pas aux exposés de Simplicius sur les mêmes problèmes. Ainsi nous avons confronté la doctrine de la ‚physis', de l'âme et de son ‚automotion’ et enfin le rapport entre le ‚genre’ et les différences ‚constitutives’ et ‚diérétiques’. De tout cela se dégage une telle divergence entre l'In D. A. et les autres commentaires qu'elle ne peut s'expliquer par une évolution chez Simplicius lui-même. L'in D.A. lui est donc faussement attribué; et puisque nous avons établi que ce commentaire est du même auteur que la Métaphrase, nous pouvons conclure qu'il a été vraisemblablement écrit par Priscien le Lydien, un philosophe néoplatonicien dont nous savons seulement qu'il a accompagné Damascius et Simplicius en exil en Perse. To understand how complex dynamic systems, living or non-living, linguistic or non-linguistic, come to be organized as systems, to understand how their inherent dynamic nature gives rise to organisations and forms that have found a balance between potentiality for change and evolution on the one hand, and requisite stability in a given environment on the other, is the main ambition of the study of evolutionary systems. The aim of the present volume is to elucidate the scientific and philosophical backgrounds that (...) play a role in one of the major debates taking place in that field, namely that on the relation between selection and self-organization. The book represents a genuine interdisciplinary forum in which the major representatives of evolutionary systems take part.
